Councilmember James Chappel is a 28 year resident of Norman and a 16 year resident of Ward 5. He graduated from the University of Arkansas - Fayetteville with a B.S. in Electrical Engineering. He has spent over 32 years working for OGE Electric Service Company and the last seven years as the Community Affairs Manager, officing in downtown Norman.
Ward 5 consists of mostly rural area and covers the largest land mass of all the wards in Norman. The Ward starts at approximately 36th Avenue East excluding a small section between Alameda and Lindsey where the western boundary is 48th Avenue S.E. South of Lindsey Street the western boundary is 24th Avenue East and south of Imhoff Road the western boundary is Classen Boulevard. The eastern boundary continues east to the far side of Lake Thunderbird and over to Little Axe.
James has always been involved with community causes serving on a number of local boards and committees. He recently finished two terms on the United Way of Norman’s Board of Directors, serves as president of the Woody Bryant Neighborhood Association, a graduate of the Norman Citizens Police Academy, Vice President of the Norman Rotary Club and a Deacon at Community Missionary Baptist Church. Mr. Chappel enjoys golf and road trips with his wife of 32 years, Claudia.
Councilmember Chappel serves on the Council Finance Committee and is Council’s representative to the Norman Convention and Visitors Bureau Board.
