Bachelor’s degree from an accredited college or university with major coursework in business administration, social sciences,

Job Description
Duties: 
Plans, recommends, monitors and coordinates the City’s response to the provisions of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990, Title II to ensure that individuals with disabilities are not excluded from City programs, services and activities. Coordinates the efforts of the City’s ADA involvement in various committees; conducts meetings as assigned and provides staff support. Participates in the development and implementation of goals, policies, and procedures related to the City’s compliance with the ADA; coordinates implementation of the City’s ADA Transition Plan; provides technical assistance of policies with City staff. Conducts building and park assessments to document existing conditions, including programs and service accessibility needs for future improvement projects. Assists City departments to ensure ADA requirements are included in the design of new and renovated facilities and that accessibility issues are integrated into the daily operation of the City including policy, education and public information. Conducts site visits to review programs, designs, plans, work in progress, etc. for compliance with the Act. Meets with project managers, contractors, sub-contractors, and others to monitor the progress of barrier removals during construction. Assists with preparing budget recommendations for physical and/or program access requirement of the ADA for the impacted department(s), which may include modifications and/or equipment purchases Receives, reviews, evaluates and determines citizen requests for ADA accommodations in conjunction with either the ADA Compliance Committee and/or legal counsel; develops, updates, and maintains a master database of items in progress or completed related to ADA projects; Makes appropriate referrals to county, state, federal or outside agencies on complaints outside City jurisdiction. Compiles, prepares and maintains data and statistics for City, State and/or Federally required reports. Maintains good working relationships with City staff and public. Performs other related tasks and duties that are assigned or required.
Working Conditions: 
Frequent exposure for up to 50% of work time to outdoor temperatures, traffic noise, dirt and dust when performing outdoor site inspections.
Job Requirements
Education and Experience: 
Bachelor’s degree from an accredited college or university with major coursework in business administration, social sciences, public administration, or a related field. Three years of full-time experience in developing and implementing employer based compliance and accommodation programs mandated by federal and state laws, including Title II of the Americans with Disabilities Act.
Knowledge: 
Considerable knowledge of: Federal, state and local laws, regulations and judicial decisions regarding the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990, Title II. Architectural techniques for achieving accessibility as required by the Americans with Disabilities Act.
Skills: 
Ability to: Evaluate compliance with federal, state and local ADA laws, regulations and policies by all Departments. Communicate effectively both orally and in writing. Analyze, interpret and apply data, reports, relevant laws, regulations, etc. Compile and maintain data both manually and through automated methods and to prepare accurate reports, correspondence, etc. as requested or required. Read and interpret architectural and engineering drawings, specifications, technical journals, abstracts, and legal documents. Use fractions, percentages, ratios/proportions and measurements. Establish and maintain effective working relationships with supervisors, associates, outside agencies and the general public. Speak publicly, represent the Public Works Department and be an advocate for ADA issues.
License and/or Certification: 
Must possess a valid state driver's license and satisfactory motor vehicle record.
Mental & Physical: 
Ability to maintain regular, predictable and punctual attendance. Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and the constant breaks in concentration associated with answering phones or speaking in person to citizen or staff requiring assistance. Physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) at least 40% of work time.
