Job Description
Duties: 
Performs responsible planning, coordinating and supervisory duties for the Animal Welfare Center and the enforcement of the City Ordinances, State Statutes, and the Department of Public Health Guidelines regarding animals and the efficient and effective operation of the Animal Welfare Center. Manages the operation, staff, physical facility and programs of the Animal Welfare Center. Responsible for the accountability, general effectiveness, and quality of staff activities and Animal Welfare Center programs and operations; prepares and recommends the division’s goals and objectives. Ensures that City animal welfare ordinances are properly enforced; ensures officers are in compliance with all local, state, and federal laws, departmental rules and regulations, policies and procedures. Manages the pet spay/neuter, foster and adoption programs to ensure interested and acceptable individuals are quickly united with adoptable pets. Acts as liaison between City and general public to explain or relay information and resolve complaints pertaining to the Animal Welfare Center operations; coordinates and maintains a public relations program in order to foster public awareness of ordinances regarding animal welfare. Prepares the Animal Welfare Center’s annual budget; forecasts additional funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and recommends adjustments as necessary. Establishes and coordinates work schedules to expedite accomplishment of essential and emergency tasks; reviews work products and work flow of the Animal Welfare Center for timeliness and compliance with instructions and procedures; reviews and evaluates employee performance. Conducts meetings with staff to review policies and procedures, discuss workplace issues and share ideas to improve animal care. Ensures appropriate fees are collected from patrons and pet owners. Performs periodic inspection of Animal Welfare Center facilities; supervises and works closely with the City veterinarian and vet tech to monitor the general health of the animals and insure proper medical care is rendered in a timely, humane and efficient manner. Regularly inspects Welfare Center property for needed repairs and maintenance. Researches and evaluates various methods and procedures utilized by other organizations. Recommends changes in policy and procedure to supervisor for review; implements policies and procedures in support of goals. Develops and maintains a comprehensive public relations program to ensure all web and printed information reflects a consistent message. Develops and maintains a complete and comprehensive volunteer program to increase, sustain and recognize volunteer participation. Writes and submits grant funding requests. Negotiates contract terms and conditions with service and food supply vendors, serving as the point of contact for the Animal Welfare Center. Attends monthly Animal Welfare Oversight Committee meetings in order to respond to questions or present material pertinent to the Animal Welfare Center; works closely with the media, public interest groups and businesses. Prepares reports on the operational statistics and activities to ensure information is readily available to interested parties. Under general supervision, helps in the day-to-day operation of the Animal Welfare office, kennels, and facility. Ensures proper care of animals and the cleanliness of kennel area. Performs general office work to include taking complaints by phone and assisting the public. Works with city website, social media pages, and other websites for adoptable pets, including posting digital photographs. Works with and assists in the coordination of community volunteers. Assists and occasionally coordinates adoption efforts and off site events. Collects, verifies, accounts for, and processes financial transactions and donations. Assists Animal Welfare Officers in responding to emergency calls involving injured animals, animal bites and vicious animals. Ensures facility inventory of supplies and animals as well as general security to ensure accountability of all animals, staff, and community members.
Working Conditions: 
Primarily indoors, subject to prolong sitting, standing, walking, computer usage or telephone usage. Frequently outside with local travel required for training and Animal Welfare Center business. Occasionally required to work hours beyond normal schedule. May require a varied work schedule to include weekends and holidays. May require emergency callback. Frequently exposed to noise, fumes and odors. May be exposed to dangerous and aggressive animals of all kinds. May be exposed to various animal and human diseases and pests. Exposure to animal waste, deceased animals and animal bites.
Job Requirements
Education and Experience: 
Three years related Animal Welfare Center supervisory or management experience preferably in a facility of similar complexity and size as the City of Norman Animal Welfare Center. Completion of an Associate’s Degree in Animal Management, Animal Welfare Center Management, Business or Public Administration, or related field. A bachelor’s degree in any of the listed disciplines is highly desired.
Knowledge: 
Administrative principles and practices including goal-setting and implementation; computer applications and hardware related to performance of the essential functions of the job; record keeping, report preparation, and records management techniques; State and local laws, regulations, codes and ordinances relating to the proper treatment and operation of an Animal Welfare Center and the care of animals; conducting animal behavior evaluations; principles and practices of effective supervision, public budget preparation and administration, customer service, and public speaking; and, the hazards and safety precautions involved in operating an Animal Welfare Center.
Skills: 
Advanced analytical skills necessary to evaluate delivery of services and respond to deficiencies by identifying and implementing appropriate corrective actions; developing and administering sound programs, policies, procedures and budgets; and, planning, organizing and overseeing the work of others; advanced level of interpersonal skills necessary in order to provide effective leadership to subordinate personnel as well as to develop cooperative working relationships with employees, senior management, elected officials, special interest groups, and volunteers; communicating effectively verbally and in writing using tact and diplomacy; applying and interpreting statutes, laws and ordinances; planning, designing, implementing and evaluating current program; developing long range plans and evaluating work accomplishments; analyzing and resolving problems; and, handling animals which are sick or injured, frightened or dangerous who may display unpredictable behavior.
License and/or Certification: 
Must possess a valid state driver's license and satisfactory motor vehicle record.
Mental & Physical: 
Ability to maintain regular, predictable and punctual attendance. Work requires continued walking, stooping, standing, and some climbing. Must have the ability to lift and carry moderately heavy (25-50 lb.) materials, supplies, equipment, and animals frequently; to lift heavy (50-100 lb.) animals and items occasionally; ability to work under stressful conditions including the euthanization and cremation of animals; and, the ability to run after/apprehend animals and strength to sustain control over animals is occasionally required. Must have vision, speech, and hearing sufficient to perform the essential tasks.
