Job Description
Duties: 
Serves as a member of the Public Works Department Management Team with four other Division Heads who all work closely to provide superior public services to Norman citizens. Plans, directs, and coordinates the short and long range traffic planning activities for the City; evaluates and identifies present and future community needs; establishes priorities. Supervises professional, technical, maintenance, and administrative personnel; ensures employees are instructed in correct methods and procedures and trained in safe operation of equipment; monitors and inspects work in progress to ensure quality, safety, and timely completion of work; reviews and evaluates employee performance. Plans, allocates, and monitors time, people, equipment, and other resources for the City to ensure efficient organization and completion of work. Provides information, advice, feedback, or assistance to others within the division to refine work outputs or resolve problems. Represents the City at the regional level as a designee to the Intermodal Transportation Technical Committee of the Association of Central Oklahoma Governments. Serves on the City’s Development Review Team (DRT) which reviews all preliminary and final plats as well as Center City Form Based Code applications; reviews other development projects including Certificates of Survey, building permits, land use and zoning applications, and driveway requests. Serves as ex-officio member of the Citizens Bicycle Advisory Committee. Prepares and presents annual budget and administers funds for the division; monitors expenditures to ensure compliance with budget. Reviews and approves traffic-related development and rehabilitation projects; assists in preparing capital projects estimates. Meets with the public to respond to questions and resolve problems concerning the City's traffic and transportation planning issues. Performs special assignments as requested to include researching and preparing reports, providing project management to traffic-related construction projects, developing and implementing programs, administering state and federal grants, and presenting technical data to management, elected officials, and others. Confers with upper management to keep them informed on key issues and progress toward objectives, to gain their support and approval, and to make recommendations to assist management in making needed improvements. Manages the City’s street lighting system; prepares orders for street lights for new subdivisions; researches and reviews any additional street light requests from citizens living in older subdivisions. Manages the City’s Traffic Management Program and Center; develops and implements the City’s Traffic Congestion Mitigation Plan. Performs final inspection with the City Engineer for improvements in new developments. Develops and maintains cooperative relationships with other City divisions, outside vendors, community leaders, other agencies, and the general public contacted in the course of work; attends meetings as needed. Prepares reports, papers, and other documents appropriate to the division; maintains and updates records and manuals. Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Performs other related duties as required.
Working Conditions: 
Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
Job Requirements
Education and Experience: 
Requires four-year degree from an accredited college or university in Civil Engineering specializing in Traffic Engineering. Three to four years of traffic engineering experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
Knowledge: 
Design and construction methodologies of traffic signalization, traffic signing, channelization of traffic, pavement design, storm drainage systems, and related traffic facilities. Traffic impact analysis and other traffic studies. Computer applications in traffic engineering. State and federal standards for signalized traffic control devices. Administrative principles and practices, including goal setting and program budget development and implementation. Administration of staff and activities, either directly or through subordinate supervision. Applicable state, federal and local laws, rules and regulations. Methods and techniques of research, statistical analysis and report presentation.
Skills: 
Planning, organizing, assigning, directing, reviewing, and evaluating the work of staff. Design and layout of transportation and traffic engineering projects. Interpersonal skills necessary to effectively interact with internal staff, citizens, contractors, government agencies and elected officials in such areas as supervising project work to ensure compliance with design specifications and codes, responding to citizens’ questions regarding engineering concerns, and consulting with engineers/architects in reviewing plans for development.
License and/or Certification: 
Registration as a Professional Engineer (P. E.) by the state is required. Valid driver’s license and satisfactory motor vehicle record. (Out-of-state applicant must obtain an Oklahoma Driver’s license, if selected.)
Mental & Physical: 
Ability to maintain regular, predictable and punctual attendance. Analytical abilities necessary to apply technical knowledge to practical use by gathering information and researching reports to assist in evaluation of engineering projects, outlining several alternative solutions, and recommending a course of action. Providing designs for improvements within the costs established and responding to a wide variety of questions regarding engineering projects requires significant analytical abilities. Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and the constant breaks in concentration associated with answering phones or speaking in person to citizen or staff requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time.
