Explorer History

The Police Explorer program is chartered by the Norman Police Department which was established in April of 1996. We owe this honor to Phil Cotten, Chief of Police and Sergeant Kevin Foster, Post Advisor.

We took our post number from the badge of a Norman Police Officer who was killed in the line of duty. Officer Melvin O. Miner was killed on July 30, 1972 during an exchange of gunfire while attempting to apprehend Orben Gill, a homicide suspect.

Orben Gill murdered his parents in their home east of Noble, Oklahoma. Gill is currently serving three life sentences at Joseph Harp Correctional Center. Officer Melvin O. Miner was posthumously awarded the Police Cross for the ultimate sacrifice he made for his Department, City, State and Country.
