Education and Experience: Requires four-year degree from an accredited college or university in Civil Engineering, Public Works Administration, or related field. Seven to ten years progressively complex and responsible public works administration work experience including four to five years of supervisory and managerial experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Licenses and Certifications: Registration as a Professional Engineer (P. E) is required. Must possess a valid state driver's license and satisfactory motor vehicle record. Must be certified Floodplain Manager (CFM)

Knowledge: Management theory and supervisory methods and techniques. Public works administration practices and methodologies. Current public works construction and maintenance methods, equipment, and materials. Current trends, information, sources, and developments in municipal engineering and public works administration. Federal laws, rules, and regulations governing the various public works divisions.

Skills: Planning, organizing, assigning, directing, delegating, and reviewing work. Supervising, motivating, and evaluating staff to obtain effective results. Communicating both orally and in writing. An advanced level of interpersonal skills necessary in order to provide effective leadership to subordinate personnel as well as to develop cooperative working relationships with employees, senior management, elected officials, and vendors supplying goods or services to the jurisdiction.

Duties and Responsibilities: 

Plans, directs, and coordinates the public services provided for the citizens; evaluates and identifies present and future community needs; establishes priorities; formulate long and short-range public works plans; research, develops, and implements new strategies for innovative and better service. Supervises professional, administrative, and maintenance personnel; interviews and hires personnel; plans, schedules, and assigns work; ensures workers are instructed in correct methods and procedures and trained in safe operation of equipment; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance. Plans, allocates, and monitors time, people, equipment, and other resources for the City to ensure efficient organization and operation, satisfactory work quality, safety, and timely completion of work; ensures all work is performed in conformance with appropriate standards and specifications.  Meets with division heads to review and evaluate existing services and projects, plan and implement new services and projects, and review status of existing work. Meets with the public to respond to questions and resolve problems concerning the City's public works services; performs public relations work within the community and state. Maintains awareness of federal and state regulations as they apply to various areas within the Public Works department; implements new policies and procedures as needed. Prepares and presents annual operating and capital budget and administers funds for the department; monitors expenditures to ensure compliance with budget; prepares specifications, secures bids, and makes capital purchases.  Keeps City Manager and City Council informed of department's activities and problems; attends City Council meetings as needed. Supervises the preparation of or prepares reports, papers, and other documents appropriate to the department. Serves as the City Transit Director including oversight of the public transit system including fixed route and para transit services; responsible for the management of an outsourced contract with Embark and a bus fleet maintenance program. Serves as chair of the City Development Committee. Represents the City at meetings and through correspondence with county, state, federal, and regulatory agencies. Represents the City at various functions such as making speeches at civic and business associations and meeting with influential persons within the community, developers, officials, citizens, and representatives of the press to establish goodwill and resolve/respond to issues. Manages the City’s Traffic Management Center. Formulates and directs the issuance of information to the news media regarding policies, projects, and other matters. Serves as City Floodplain Administrator. Serves as the accountable executive for the transit program having the ultimate responsibility for carrying out the safety management system of a public transportation agency, responsibility for carrying out TAM practices and control or direction over the human and capital resources needed to develop and maintain both the agency’s public transportation agency safety plan (in accordance with 49 U.S.C. 5329(d), and the agency’s TAM plan, in accordance with 49 U.S.C. 5326). Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Performs other related duties as required.

Working Conditions: Works primarily in an office environment; however, time is spent outside (approximately 10% to 15% of the time) exposed to temperature extremes, dirt, dust, noise, etc.

Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. A very high level of analytical skills necessary in order to develop and implement department mission, goals and procedures; determine needs for capital expenditures, personnel and operating budgets; and prepare special reports or analyses for jurisdiction or outside agencies. Significant ability to concentrate and pay close attention to detail in reviewing, preparing and presenting budgets, reading and writing reports, or representing departments at in-house or outside public meetings. Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff and/or the public requiring assistance.
