Salary: $66,560 - $95,784 annually DOQ
Shift: 8:00 a.m. to 5:00 p.m. - Monday through Friday or as required

Job Description

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

MINIMUM QUALIFICATIONS:              

Education and Experience: Bachelor of Science in Civil Engineering. Two years of progressively responsible engineering experience to solve complex work issues and problems desired. 

Licenses and Certifications: Registration as an Engineer-in-Training (E.I.T).  Must possess a valid Oklahoma driver’s license and satisfactory motor vehicle record. 

KnowledgeEngineering standards, design principles and alternatives.  Engineering maps and records; construction methods, practices, and procedures. Administrative principles and practices including goal setting and program budget development and implementation.  Use of networked computers and Microsoft Office Word, Excel, and Outlook software. 

 

Utilities Department Specific: HEC 1, HEC 2, Pipe Dream, Cybernet, Mike Swim and other software related to utility modeling. Design criteria for projects improving water supply, treatment and distribution as well as wastewater collection, pumping, treatment and reuse; solid waste collection and transfer, yard waste composting and recycling; water and wastewater pumping models to assess impact of new developments on existing and proposed infrastructure.

Public Works Department Specific: HEC-RAS and HEC-HMS and other software related to drainage calculations, Design and construction of street and storm sewers. Familiarity with federal funding through ACOG and policy and procedures of ODOT, Local Government Division is a plus.

Skills: Providing designs for public improvements within the costs established; responding to a wide variety of questions regarding engineering projects/work. Ability to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Preparing clear and concise reports, correspondence and other written materials.  Communicating clearly and effectively both orally and in writing.  Interpersonal skills necessary to effectively interact with superiors, internal staff, citizens, and others in order to give and extract information in a courteous and friendly manner. 

Mental and Physical Abilities:  Ability to maintain regular, predictable and punctual attendance.  Mental and visual effort required due to sustained periods of concentration, working under the pressure of deadlines, and continual interruptions in concentration associated with speaking in person to citizens or staff requiring assistance.  Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time. 

Additional Information: Selected applicant must pass background investigation and drug screen.

 

DUTIES AND RESPONSIBILITIES:

Essential Functions:  Assists the City Engineer and Capital Projects Engineers in completion of their work functions. Assists in the preparation and administration of contracts with consultants for design services and right-of-way acquisition. Prepares applications for state and federal permits as required. Processes consultant and construction pay claims during the term of the contract. Assists in the evaluation of bids for construction contracts. Conducts periodic site inspections of street and storm drainage construction projects to ensure adherence to contract documents as well as local and state requirements. Assists in coordination of projects with other governmental agencies and utility enterprises including ODOT and FHWA, EPA, Corporation Commission, OSDH, County Health, Water Resources Board, FEMA, etc.  Answers questions from the general public relating to specific projects, problems and general information.  May prepare graphic, verbal or written responses for these questions.  Confers with other city personnel to exchange information concerning projects.  Performs other related work as required.

WORKING CONDITIONS: Work is performed in a normal office environment with some exposure to temperature extremes, dirt, dust, noise and/or disagreeable sights and odors.
