Investigators have identified the suspect in the homicide that occurred in the 300 block of E. Comanche Street as 28-year-old Isis McMullen (DOB: 04/20/1993).

On January 20, Norman police responded to a report of a shooting in the 300 block of E. Comanche Street just after 6 p.m. The reporting party told the communications officer that one male had been shot and that the suspect, later identified as McMullen, was still in the area firing shots. Officers responding to the area were immediately met with gunfire from McMullen. Three officers returned fire shooting McMullen. She sustained multiple gunshot wounds to her legs and arms. She was transported by EMSSTAT to an area hospital for treatment. McMullen, an unhoused individual, was released from the hospital later that evening and booked into the Cleveland County Detention Center on complaints of Murder in the First Degree, Assault with a Deadly Weapon, and Possession of a Firearm after Felony Conviction.

The initial investigation indicates that McMullen shot the victim, later identified as 45-year-old James Pennington, once in the back of the head before standing over the victim and shooting Pennington two additional times in the front of the head. Pennington, an unhoused individual, was pronounced deceased at the scene as a result of injuries sustained during the incident. 

The second victim, later identified as 47-year-old Vernon Lewis, was also struck by gunfire during the course of the incident. Lewis was transported to an area hospital for treatment for non-life-threatening injuries.

The three officers involved in the incident are Master Police Officer Daniel Brown, Master Police Officer Jenny Bryan, and Officer Dustin Crawford. The three officers will remain on routine administrative assignment pending the outcome of the investigation.

The investigation into both the homicide and officer-involved shooting are ongoing. Body camera video and 911 calls from the incident will be released following completion of the investigative review.
