Municipal Elections for even-numbered City Council Wards slated for February 13, 2024; OG&E Franchise Special Election slated for March 5, 2024

NORMAN, OKLA. – Information regarding two upcoming elections for Norman voters can be found below or by visiting normanok.gov/election. Information about the voting process should be directed to the Cleveland County Election Board. Individuals may utilize the OK Voter Portal via the Oklahoma State Election Board to verify voter registration status, view polling locations, see sample ballots and more.

 

OG&E Franchise Special Election

** UPDATE on March 5th Special Election of OG&E Franchise Agreement, 3/6/24: According to unofficial results from the Oklahoma State Election Board, the proposition failed with 50.09% of voters against the proposition and 49.91% in favor of it. CITY OF NORMAN STATEMENT: "The March 5th proposition regarding the OG&E franchise agreement in Norman was not passed by voters, according to unofficial election results shared by the Oklahoma State Election Board. Electric service is essential to residents and business owners and the City of Norman will continue to operate under an implied contract with OG&E. Future action regarding this matter cannot be detailed at this time as the repeat failure of franchise agreements is unprecedented in Oklahoma. Article 18, Section 5(a) of the Oklahoma Constitution requires voter approval of a franchise in order for the City to grant the right to use its streets to sell and distribute utility services to its residents to a public utility company. Community members will be kept apprised of updates regarding this situation at Normanok.gov and through applicable public meetings." **

Through the initiative petition process, an election concerning the franchise agreement of OG&E – Oklahoma Gas & Electric Company – in Norman will take place March 5, 2024. Article 18, Section 5(a) of the Oklahoma Constitution requires voter approval of a franchise in order for the City to grant the right to use its streets to sell and distribute utility services to its residents to a public utility company. A franchise is achieved by putting forth a franchise agreement to the voters in the form of an ordinance and calling a city-wide election. Franchise agreements are typically longer term and provide for a franchise fee to be paid to the City in exchange for access to the City streets and rights of way for utility services.

 

 

2024 Municipal Officials Elections

**UPDATE, 4/4/24: Ward 2 is to be represented by Matt Peacock, who secured 51.57% of the vote during the runoff election on April 2, 2024.

**UPDATE on Municipal Officials Elections, 2/15/24: Ward 2 will go to a runoff in April between Matt Peacock, who secured 27.45% of the vote, and Russell Rice, who secured 32.74% of the vote; Ward 4 will be represented by Helen Grant, who secured 63.91% of the vote; Ward 6 will be represented by Joshua Hinkle, who secured 58.77% of the vote; and Ward 8 will be represented by Scott Dixon, who secured 52.86% of the vote.**

Municipal Elections to determine ward representatives for even-numbered wards in Norman (wards 2, 4, 6 and 8) will take place February 13, 2024. Early voting days are February 8 and February 9, 2024. The candidate filing period closed December 6, 2023. Those currently on file to run for office include: Ward 2 Candidates – Matt Peacock, Russell Rice, Aleisha Karjala, Jeff Dismukes, Ray Howerton; Ward 4 Candidates – Helen Grant, Judy Moss; Ward 6 Candidates – Jerry Drewery, Joshua Hinkle; Ward 8 Candidates – Kyle Hurley, Scott Dixon. Contact information for the candidates is publicly listed at the City of Norman website. As applicable, the Municipal Runoff Election Date is April 2, 2024.

The deadline to register to vote to cast a ballot in this election is January 19, 2024; the deadline to request an absentee ballot is January 29, 2024.
